Tamás Lukács Dr.

I was born in Eger on the 29th of March in 1950. My father (deceased Sándor Lukács) was an army officer before the war; day laborer when his child was born, he spent his fine in Márianosztra after 1956. My mother (deceased Sarolta Lukács) came from an intellectual family, she worked as an administrator.

My parents have raised five children, I have two elder sisters and two younger brothers. My wife is Margit Tóth, we are married since 1978.

We have 5 children: Eszter (1979), Tamás (1980), Dóra (1986), Ferenc (1988), András (1993).

I was born in Budapest in 1978. I had been the student of Fazekas Mihály Secondary School for 12 years.

My interest was focused on social studies already in the secondary school. After having won several competitions in Budapest, I reached 4th place at the National Secondary School Competition organized in History theme. During my university studies I was the Head of Disputa, a debating circle aimed at Social Science themes.

In 2001, I graduated with summa cum laude at the Faculty of Law, Eötvös Loránd University (ELTE). Later, I completed my doctoral studies at the same place and gained a PhD with summa cum laude. I also taught within this framework. My professional practice was completed at the Constitutional Court of Hungary. After having finished my university studies, I worked as a lawyer, and later became the legal expert of a firm dealing with environmental protection and regional development.

In 2002, I had the honor of being nominated as the member of the National Election Committee in Hungary. I fulfilled this position until 2005. Due to the recognition of my performance, I was elected as a member of presidency at the Bureau of Independent Lawyers Forum. I was involved in the Reform Committee formed to renew the Hungarian electoral system.

In 2002, I started teaching at Pázmány Péter Catholic University and in parallel, by the courtesy of Klebelsberg Kuno Foundation, I conducted lectures at the Hungarian Academy of Sciences, at the Teachers’ Club of Eötvös Loránd University, and at the University of Miskolc.

In 2008, I became Senior Lecturer at the Department of Legal Philosophy at the University of Szeged. In parallel, I continued my legal practice, mainly related to fundamental constitutional rights (criminal and administrative issues). My field of research is constitutional law (comparative parliamentary law, the protection of fundamental rights) and constitutional jurisprudence.

I regularly discuss constitutional issues on television (channels: Echo TV, Hír TV, M1, RTL Klub and TV2), and also explain my views on professional basis related to current isues of great interest.

In 2007, I was elected President of the Independent Lawyers Forum. Later, I won the confidence of my fellow-members to fulfill the position again.

In 2010, I defended my PhD thesis with summa cum laude at Eötvös Loránd University. In the same year, I was asked to be the Constitutional Principal Advisor of the President of the National Assembly.

In 2010, I became the Head of the Legal, Constitutional and Administrative Office of the President of the Republic. I left this position in 2012, upon the inauguration of the new President of Hungary.

In 2010, I became Associate Professor at the Department of Constitutional Law at the Károli Gáspár University of the Reformed Church. From 2011, I have been the Head of Department.

From 2013, I have been working as Associate Professor at the National University of Public Service, hence I teach constitutional rights for the future police officers.

I have been publishing in legal scientific topics for more than a decade, mainly in the Journal of Legal Theory. I wrote a book in fundamental right enforcement and the interrelation of the activities of the Constitutional Court, the Ombudsman and the Independent Police Complaints Board.
